Definition

A city that is free from all physical, social and mental threats. The environment is always in a preserved state. Will not create an environment that encourages untoward incidents that disrupts harmony. Residents are always in a safe, harmonious, healthy and happy state.

Implementation of the Safe City Program

The ministers convergence on January 28, 2004 decided to create safe cities and towns by avoiding lanes from being in the state of seclusion, darkness and other improvements as a step to prevent crime.

4 Core Visions in Creating a Safe City

1) City that is free from violence, vandalism and life threats such as extortion, robbery, theft and such.

2) City that is free from destruction and malarkies as a result of natural disaster such as floods and landslides.


3) City that is free of social and moral decay such as drug addiction, theft, white collar crime, bribery, abuse of power, loss of integrity and such.

 

4) City that is free from accidents in and out of buildings such as traffic accidents, falls from buildings, fire and such.

 

5 Steps to Instant Implementation

1) Segragation of Pedestrian Walkways and Roads for Motor Vehicles

- PBT will identify several public areas such as bus stations and railway stations to separate pedestrians from motorways.

2) Preparation of Bollards or Gates

- PBT will prepare bollards or gates in certain places to separate pedestrians from motorcycles paths.

3) Washing / Cleaning Cluttered and Hidden Areas

- Increase cleaning of dirty areas and graffiti in public places such as the vicinity of bus stations, railway stations, side lanes and behind main business premises. With that, these places are easier for PBT monitoring crime activities.

4) Public Pathways that are not Sheltered or Obstructed from Public View

- Pedestrian bridges are not covered by advertising boards that can conceal public observation. This promotes extortion, drug related activities and such. Advertisements on pedestrian bridges should be at a level where it does not obstruct view (as in roof level).

5) Brighten / Dark Areas that becomes Targets or Concentration for Crime

- Fixing lights in pedestrian walkways, car parks, tunnels an such to ease monitoring. All business premises should install lights at walkways for easier policing and not make it easy for thugs.
